The Story
It was introduced on January 8, 2009 and referred to the House Commerce and Consumer Affairs committee. The committee held a public hearing on March 9, 2009. The committee held a work session on March 13, 2009. The committee met in executive session on March 17, 2009 to vote on its recommendation. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held work sessions on April 2, 2009, April 16, 2009, September 9, 2009, October 7, 2009, October 21, 2009, October 29, 2009 and November 12, 2009. The committee met in executive session on November 12, 2009 to vote on its recommendation. The majority recommended that the House pass it (amendment 2462h), and the minority recommended that the House kill it, by a vote of 13–3. The committee's amendment (2462h) was adopted on a division vote 184–155 on January 6, 2010, changing the text of the bill. On January 6, 2010 the House voted to pass it with changes on a roll call 213–147. It crossed to the Senate on March 3, 2010 and was referred to the Senate Commerce, Labor and Consumer Protection committee. The committee held a public hearing on April 6, 2010. The committee recommended that the Senate pass it with changes. The committee's amendment (1429s) was rejected on a voice vote on May 5, 2010. A floor amendment (1906s), offered by Sen. Hassan, was adopted on a voice vote on May 5, 2010, changing the text of the bill. On May 5, 2010 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 19, 2010 the House adopted “House Concurs with Senate AM #1906s (Rep Butler)” on a voice vote. The bill was enrolled on June 2, 2010 — the final check of the text before it goes to the governor. The governor signed it on July 23, 2010, making it Chapter 363 of the session laws.
