The Story

It was introduced on January 8, 2009 and referred to the House Commerce and Consumer Affairs committee. The committee held a public hearing on March 3, 2009. The committee held a work session on March 18, 2009. The committee met in executive session on March 18, 2009 to vote on its recommendation. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held work sessions on October 6, 2009, October 15, 2009 and October 27, 2009. The committee met in executive session on November 12, 2009 to vote on its recommendation. The majority recommended that the House pass it, and the minority recommended that the House kill it, by a vote of 9–7. On January 6, 2010 the House adopted “Special Ordered to Beginning of Regular Calendar (Rep Butler)” on a voice vote. On January 6, 2010 the House voted to pass it on a roll call 209–157. It crossed to the Senate on March 3, 2010 and was referred to the Senate Commerce, Labor and Consumer Protection committee. The committee held a public hearing on March 30, 2010. The committee recommended that the Senate pass it with changes. The committee's amendment (1427s) was adopted on a voice vote on April 21, 2010, changing the text of the bill. A floor amendment (1480s), offered by Sen. Hassan, was adopted on a voice vote on April 21, 2010, changing the text of the bill. On April 21, 2010 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 19, 2010 the House adopted “House Concurs with Senate AM #1427s & #1480s (Rep Butler)” on a division vote 188–108. The bill was enrolled on June 2, 2010 — the final check of the text before it goes to the governor. The governor signed it on July 23, 2010, making it Chapter 362 of the session laws.
