The Story

It was introduced on January 8, 2009 and referred to the House Commerce and Consumer Affairs committee. The committee held a public hearing on March 9, 2009. The committee held a work session on March 13, 2009. The committee met in executive session on March 17, 2009 to vote on its recommendation. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held work sessions on October 14, 2009, October 22, 2009 and November 2, 2009. The committee met in executive session on November 12, 2009 to vote on its recommendation. The majority recommended that the House pass it (amendment 2471h), and the minority recommended that the House pass it with changes (amendment 2511h), by a vote of 14–3. The committee's amendment (2471h) was rejected on a division vote 170–185 on January 6, 2010. On January 6, 2010 the House voted to pass it on a division vote 186–170. On January 6, 2010 the House failed “Reconsideration (Rep Kurk)” on a division vote 117–240. It crossed to the Senate on March 10, 2010 and was referred to the Senate Commerce, Labor and Consumer Protection committee. The committee held a public hearing on March 23, 2010. The committee recommended that the Senate pass it with changes. The committee's amendment (1426s) was adopted on a voice vote on April 21, 2010, changing the text of the bill. On April 21, 2010 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 5, 2010 the House adopted “House Non-Concurs with Senate AM & Requests C of C (Rep Butler)” on a voice vote. On May 19, 2010 the Senate adopted “Accedes to House Request for Committee of Conference” on a voice vote, on a motion by Sen. Hassan. A committee of conference met on May 21, 2010 to try to settle the differences between the two chambers' versions of the bill.
