  • Term: 2009-2010
  • House committee: Commerce and Consumer Affairs
  • Senate committee: Commerce, Labor and Consumer Protection
  • Subject: Motor Vehicles
  • Chapter law: 290

The Story

It was introduced on January 8, 2009 and referred to the House Commerce and Consumer Affairs committee. The committee held a public hearing on February 10, 2009. The committee held work sessions on March 5, 2009 and March 12, 2009. The committee met in executive session on March 12, 2009 to vote on its recommendation. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee met in executive session on October 28, 2009 to vote on its recommendation. The majority recommended that the House pass it with changes (amendment 2437h), and the minority recommended that the House kill it, by a vote of 14–4. The committee's amendment (2437h) was adopted on a voice vote on January 6, 2010, changing the text of the bill. On January 6, 2010 the House voted to pass it with changes on a division vote 201–144. It crossed to the Senate on March 24, 2010 and was referred to the Senate Commerce, Labor and Consumer Protection committee. The committee held a public hearing on April 22, 2010. The committee recommended that the Senate pass it with changes. The committee's amendment (2021s) was rejected on a voice vote on May 13, 2010. A floor amendment (2084s), offered by Sen. DeVries, was adopted on a voice vote on May 13, 2010, changing the text of the bill. On May 13, 2010 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 19, 2010 the House adopted “House Concurs with Senate AM #2084s (Rep Butler)” on a voice vote. The bill was enrolled on June 2, 2010 — the final check of the text before it goes to the governor. The governor signed it on July 13, 2010, making it Chapter 290 of the session laws.
