The Story

It was introduced on January 8, 2009 and referred to the House Criminal Justice and Public Safety committee. The committee held a public hearing on January 29, 2009. The committee held a work session on February 10, 2009. The committee met in executive session on February 17, 2009 to vote on its recommendation. The committee voted unanimously, 20–0, to recommend that the House pass it with changes (amendment 0291h). The committee's amendment (0291h) was adopted on a voice vote on March 11, 2009, changing the text of the bill. On March 11, 2009 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 18, 2009 and was referred to the Senate Judiciary committee. The committee held a public hearing on May 12, 2009. The committee recommended that the Senate send it back to committee. On June 3, 2009 the Senate voted to send it back to committee on a voice vote. The committee recommended that the Senate pass it with changes. The committee's amendment (0199s) was rejected on a voice vote on January 27, 2010. A floor amendment (0328s), offered by Sen. Reynolds, was adopted on a voice vote on January 27, 2010, changing the text of the bill. On January 27, 2010 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On April 14, 2010 the House adopted “House Non Concurs w/Senate AM#0328s(NT), Req Comm of Conf (Rep Shurtleff)” on a voice vote. On May 19, 2010 the Senate adopted “Accedes to House Request for Committee of Conference” on a voice vote, on a motion by Sen. Reynolds. A committee of conference met on May 25, 2010 to try to settle the differences between the two chambers' versions of the bill. The bill was enrolled on June 2, 2010 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2394) was adopted to correct technical errors found after passage. The governor signed it on July 13, 2010, making it Chapter 289 of the session laws.
