The committee held a work session on February 9, 2010. On February 10, 2010 the House adopted “Susp Rules, Allow Reporting Deadline Ext to Mar18 (Reps Bouchard & Chandler)” on a voice vote. The committee held a public hearing on February 16, 2010. The committee held work sessions on February 16, 2010, February 18, 2010, March 2, 2010, March 4, 2010 and March 16, 2010. The committee held a public hearing on March 16, 2010. The committee met in executive session on March 18, 2010 to vote on its recommendation. The committee voted unanimously, 18–0, to recommend that the House pass it (amendment 1071h), and the report was placed on the regular calendar. The committee's amendment (1071h) was adopted on a voice vote on March 24, 2010, changing the text of the bill. On March 24, 2010 the House voted to pass it on a division vote 317–11. It crossed to the Senate on March 24, 2010 and was referred to the Senate Transportation and Interstate Cooperation committee. The committee held a public hearing on May 6, 2010. The committee recommended that the Senate pass it with changes. The committee's amendment (1965s) was adopted on a voice vote on May 12, 2010, changing the text of the bill. On May 12, 2010 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 19, 2010 the House adopted “House Non-Concurs with Senate AM and Req Comm of Conf (Rep Bouchard)” on a voice vote. On May 19, 2010 the Senate adopted “accedes to House Request for Committee of Conference” on a voice vote, on a motion by Sen. Letourneau. A committee of conference met on May 24, 2010 and May 26, 2010 to try to settle the differences between the two chambers' versions of the bill. The bill was enrolled on June 2, 2010 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2418) was adopted to correct technical errors found after passage. The governor signed it on June 28, 2010, making it Chapter 231 of the session laws.
