- House committee: Transportation

- Chapter law: 373
The Story
It was introduced on January 6, 2010 and referred to the House Transportation committee. The committee held a public hearing on February 11, 2010. The committee met in executive session on February 16, 2010 to vote on its recommendation. The majority recommended that the House kill it, and the minority recommended that the House pass it, by a vote of 10–4. The report was placed on the regular calendar. On March 17, 2010 the House rejected a motion to kill it on a division vote 167–168. A floor amendment (0833h) was adopted on a division vote 244–91 on March 17, 2010, changing the text of the bill. On March 17, 2010 the House voted to pass it with changes on a roll call 222–113. On March 17, 2010 the House failed “Reconsideration (Rep A.Peterson)” on a voice vote. It crossed to the Senate on March 17, 2010 and was referred to the Senate Transportation and Interstate Cooperation committee. The committee held public hearings on April 1, 2010, April 8, 2010 and April 15, 2010. The committee recommended that the Senate pass it with changes. The committee's amendment (1425s) was adopted on a voice vote on April 21, 2010, changing the text of the bill. On April 21, 2010 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 19, 2010 the House adopted “House Non-Concurs with Senate AM & Requests Comm of Conf (Rep G.Richardson)” on a voice vote. On May 19, 2010 the Senate adopted “Accedes to House Request for Committee of Conference” on a voice vote, on a motion by Sen. Letourneau. A committee of conference met on May 25, 2010 and May 26, 2010 to try to settle the differences between the two chambers' versions of the bill. The bill was enrolled on June 2, 2010 — the final check of the text before it goes to the governor. The governor signed it on July 26, 2010, making it Chapter 373 of the session laws.
