The Story
It was introduced on January 6, 2010 and referred to the House State-Federal Relations and Veterans Affairs committee. The committee held a public hearing on February 11, 2010. The committee met in executive session on February 16, 2010 to vote on its recommendation. The committee voted unanimously, 17–0, to recommend that the House pass it with changes (amendment 0692h). The bill was taken off the consent calendar on March 3, 2010. The committee's amendment (0692h) was adopted on a voice vote on March 10, 2010, changing the text of the bill. A floor amendment (0929h) was rejected on a roll call 154–185 on March 10, 2010. On March 10, 2010 the House failed “Lay on the Table (Rep Sapareto)” on a roll call 157–176. On March 10, 2010 the House voted to pass it with changes on a roll call 201–132. It crossed to the Senate on March 17, 2010 and was referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on March 23, 2010. The committee recommended that the Senate study it after the session ends. On May 5, 2010 the Senate failed “Refer to Interim Study” on a voice vote. A floor amendment (1884s), offered by Sen. Fuller Clark, was adopted on a voice vote on May 5, 2010, changing the text of the bill. On May 5, 2010 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 13, 2010 the House adopted “House Non-Concurs with Senate AM & Requests Comm of Conf (Rep G.Richardson)” on a voice vote. On May 19, 2010 the Senate adopted “Accedes to House Request for Committee of Conference” on a voice vote, on a motion by Sen. Cilley. A committee of conference met on May 26, 2010 to try to settle the differences between the two chambers' versions of the bill. The bill was enrolled on June 2, 2010 — the final check of the text before it goes to the governor. The governor signed it on July 20, 2010, making it Chapter 325 of the session laws.
