It was introduced on January 7, 2009 and referred to the House Criminal Justice and Public Safety committee. The committee held public hearings on January 29, 2009 and February 12, 2009. The committee held a work session on March 17, 2009. The committee met in executive session on March 17, 2009 to vote on its recommendation. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held work sessions on October 21, 2009 and October 29, 2009. The committee met in executive session on November 5, 2009 to vote on its recommendation. The committee voted 11–5 to recommend that the House pass it (amendment 2461h). The committee's amendment (2461h) was rejected on a roll call 3–326 on January 13, 2010. A floor amendment (2010-0059h) was adopted on a division vote 202–147 on January 13, 2010, changing the text of the bill. A floor amendment (2010-0125h) was rejected on a roll call 148–206 on January 13, 2010. On January 13, 2010 the House voted to pass it with changes on a roll call 189–166. It crossed to the Senate on March 3, 2010 and was referred to the Senate Judiciary committee. The committee held a public hearing on March 23, 2010. The committee recommended that the Senate pass it. A floor amendment (2044s), offered by Sen. Letourneau, was rejected on a roll call 10–14 on May 12, 2010. On May 12, 2010 the Senate voted to pass it on a roll call 24–0 and ordered it to a third reading. The bill was enrolled on May 19, 2010 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2096) was adopted to correct technical errors found after passage. The governor signed it on July 23, 2010, making it Chapter 361 of the session laws.
