The Story
It was introduced on January 6, 2010 and referred to the House Ways and Means committee. The committee held a public hearing on January 7, 2010. The committee held a work session on January 28, 2010. The committee met in executive session on February 4, 2010 to vote on its recommendation. The committee voted 17–2 to recommend that the House pass it (amendment 0506h). The bill was taken off the consent calendar on February 10, 2010. On February 10, 2010 the House adopted “Special Ordered to Regular Place in Feb 17 Consent Calendar”. The committee's amendment (0506h) was adopted on a voice vote on February 17, 2010, changing the text of the bill. On February 17, 2010 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 24, 2010 and was referred to the Senate Ways and Means committee. The committee held a public hearing on April 13, 2010. The committee recommended that the Senate pass it with changes. The committee's amendment (1936s) was adopted on a voice vote on May 13, 2010, changing the text of the bill. On May 13, 2010 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 19, 2010 the House adopted “House Non-Concurs with Sen AM & Req Comm of Conf (Rep Almy)” on a roll call 199–147. On May 19, 2010 the House failed “Reconsideration (Rep Vaillancourt)” on a division vote 153–199. On May 19, 2010 the House failed “Print Debate in Permanent Journal (Rep Hess)” on a division vote 176–179. On May 19, 2010 the House adopted “Print Parliamentary Inquiry of Rep W.D.Scamman & Speaker's Reply in Perm Journal (Rep Vaillancourt)” on a roll call 336–21. On May 19, 2010 the House adopted “House Non-Concurs with Senate AM and Requests Comm of Conf (Rep Hess)” on a voice vote. On May 19, 2010 the Senate adopted “accedes to House Request for Committee of Conference” on a voice vote, on a motion by Sen. Odell. A committee of conference met on May 27, 2010 to try to settle the differences between the two chambers' versions of the bill. On June 2, 2010 the House adopted “Rules Suspension to Allow Introduction of Committee of Conference Report with Non-Germane Amendment (Rep Eaton)” on a division vote 277–40. The bill was enrolled on June 2, 2010 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2415) was adopted to correct technical errors found after passage. The governor vetoed it on July 13, 2010. The legislature can override a veto with a two-thirds vote in both chambers. On October 13, 2010 the House voted 33–297 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
