The Story

It was introduced on January 6, 2010 and referred to the House Commerce and Consumer Affairs committee. The committee held a public hearing on January 12, 2010. The committee held work sessions on January 21, 2010, January 28, 2010, February 4, 2010 and February 11, 2010. The committee met in executive session on February 11, 2010 to vote on its recommendation. The committee voted 15–3 to recommend that the House pass it with changes (amendment 0522h), and the report was placed on the regular calendar. The committee's amendment (0522h) was adopted on a division vote 291–19 on March 11, 2010, changing the text of the bill. On March 11, 2010 the House voted to pass it with changes on a division vote 298–14. It crossed to the Senate on March 24, 2010 and was referred to the Senate Public and Municipal Affairs committee. The committee held a public hearing on April 29, 2010. The committee recommended that the Senate pass it with changes. The committee's amendment (1943s) was adopted on a voice vote on May 12, 2010, changing the text of the bill. A floor amendment (2066s), offered by Sen. Lasky, was adopted on a voice vote on May 12, 2010, changing the text of the bill. On May 12, 2010 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 19, 2010 the House adopted “House Non-Concurs with Senate AM and Requests Comm of Conf (Rep Butler)” on a voice vote. On May 19, 2010 the Senate adopted “accedes to House Request for Committee of Conference” on a voice vote, on a motion by Sen. DeVries. A committee of conference met on May 26, 2010 to try to settle the differences between the two chambers' versions of the bill. The bill was enrolled on June 2, 2010 — the final check of the text before it goes to the governor. The governor signed it on July 8, 2010, making it Chapter 282 of the session laws.
