The committee voted unanimously, 17–0, to recommend that the House pass it with changes (amendment 0948h), and the report was placed on the regular calendar. The committee's amendment (0948h) was adopted on a voice vote on March 17, 2010, changing the text of the bill. A floor amendment (0947h) was adopted on a voice vote on March 17, 2010, changing the text of the bill. On March 17, 2010 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 24, 2010 and was referred to the Senate Public and Municipal Affairs committee. The committee held a public hearing on April 29, 2010. The committee recommended that the Senate pass it with changes. On May 12, 2010 the Senate voted to lay it on the table on a voice vote, on a motion by Sen. Houde. On May 13, 2010 the Senate adopted “Remove From Table” on a voice vote, on a motion by Sen. Letourneau. The committee's amendment (1877s) was rejected on a voice vote on May 13, 2010. On May 13, 2010 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 19, 2010 the House adopted “House Non-Concurs with Senate AM & Requests Comm of Conf (Rep G.Richardson)” on a voice vote. On May 19, 2010 the Senate adopted “Accedes to House Request for Committee of Conference” on a voice vote, on a motion by Sen. DeVries. A committee of conference met on May 25, 2010 to try to settle the differences between the two chambers' versions of the bill. The bill was enrolled on June 2, 2010 — the final check of the text before it goes to the governor. The governor signed it on July 6, 2010, making it Chapter 263 of the session laws.
