The Story
It was introduced on January 6, 2010 and referred to the House Municipal and County Government committee. The committee held a public hearing on February 2, 2010. The committee met in executive session on February 16, 2010 to vote on its recommendation. The committee voted unanimously, 15–0, to recommend that the House pass it with changes (amendment 0709h). The committee's amendment (0709h) was adopted on a voice vote on March 3, 2010, changing the text of the bill. On March 3, 2010 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 3, 2010 and was referred to the Senate Public and Municipal Affairs committee. The committee held a public hearing on March 25, 2010. The committee recommended that the Senate pass it with changes. The committee's amendment (1208s) was adopted on a voice vote on April 7, 2010, changing the text of the bill. On April 7, 2010 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 5, 2010 the House adopted “House Non-Concurs with Senate AM & Requests C of C (Rep Cooney)” on a voice vote. On May 19, 2010 the Senate adopted “Accedes to House Request for Committee of Conference” on a voice vote, on a motion by Sen. DeVries. A committee of conference met on May 26, 2010 to try to settle the differences between the two chambers' versions of the bill. The bill was enrolled on June 2, 2010 — the final check of the text before it goes to the governor. The governor signed it on July 6, 2010, making it Chapter 262 of the session laws.
