The Story

It was introduced on January 6, 2010 and referred to the House Local and Regulated Revenues committee. The committee held a public hearing on January 14, 2010. The committee held a work session on January 27, 2010. The committee met in executive session on February 9, 2010 to vote on its recommendation. The majority recommended that the House pass it (amendment 0148h), and the minority recommended that the House kill it, by a vote of 13–4. The report was placed on the regular calendar. The committee's amendment (0148h) was adopted on a voice vote on March 10, 2010, changing the text of the bill. On March 10, 2010 the House adopted “Special Order to First Order of Business on Mar 11 Calendar (Rep Gandia)” on a voice vote. On March 11, 2010 the House voted to pass it on a roll call 198–107. It crossed to the Senate on March 17, 2010 and was referred to the Senate Public and Municipal Affairs committee. The committee held a public hearing on April 1, 2010. The committee recommended that the Senate pass it with changes. The committee's amendment (1750s) was adopted on a voice vote on May 5, 2010, changing the text of the bill. On May 5, 2010 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 19, 2010 the House adopted “House Non-Concurs with Senate AM & Requests Comm of Conf (Rep G.Richardson)” on a voice vote. On May 19, 2010 the Senate adopted “Accedes to House Request for Committee of Conference” on a voice vote, on a motion by Sen. DeVries. A committee of conference met on May 26, 2010 to try to settle the differences between the two chambers' versions of the bill. The bill was enrolled on June 2, 2010 — the final check of the text before it goes to the governor. The governor signed it on July 13, 2010, making it Chapter 303 of the session laws.
