It was introduced on January 6, 2010 and referred to the House Health, Human Services and Elderly Affairs committee. On January 6, 2010 the House adopted “Vacated from Health, Human Services and Elderly Affairs” on a voice vote. On January 6, 2010 the House adopted “Referred to Commerce and Consumer Affairs” on a voice vote. The committee held a public hearing on February 2, 2010. The committee met in executive session on February 4, 2010 to vote on its recommendation. The committee voted unanimously, 18–0, to recommend that the House pass it with changes (amendment 0463h). The committee's amendment (0463h) was adopted on a voice vote on February 17, 2010, changing the text of the bill. On February 17, 2010 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 24, 2010 and was referred to the Senate Health and Human Services committee. The committee held a public hearing on April 20, 2010. The committee recommended that the Senate pass it. On May 5, 2010 the Senate voted to pass it on a voice vote and ordered it to a third reading. An enrolled bill amendment (2008) was adopted on May 12, 2010. These correct technical errors found after passage. The bill was enrolled on May 19, 2010 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2008) was adopted to correct technical errors found after passage. The governor signed it on June 14, 2010, making it Chapter 144 of the session laws.
