The Story

It was introduced on January 8, 2009 and referred to the Senate Executive Departments and Administration committee. The committee held public hearings on March 9, 2009 and March 17, 2009. The committee recommended that the Senate pass it. A floor amendment (1024s), offered by Sen. DeVries, was adopted on a voice vote on March 25, 2009, changing the text of the bill. On March 25, 2009 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House on March 26, 2009 and was referred to the House Executive Departments and Administration committee. The committee held a public hearing on April 21, 2009. The committee held work sessions on May 5, 2009, May 19, 2009 and May 26, 2009. The committee met in executive session on May 26, 2009 to vote on its recommendation. The committee voted unanimously, 17–0, to recommend that the House pass it with changes (amendment 1839h). The committee's amendment (1839h) was adopted on a voice vote on June 3, 2009, changing the text of the bill. On June 3, 2009 the House voted to pass it with changes on a voice vote. On June 10, 2009 the Senate voted to reject the other chamber's changes on a voice vote, on a motion by Sen. Cilley. On June 10, 2009 the House adopted “House Accedes to Senate Request for Committee of Conference (Rep Irwin)” on a voice vote. A committee of conference met on June 16, 2009 to try to settle the differences between the two chambers' versions of the bill. The bill was enrolled on June 24, 2009 — the final check of the text before it goes to the governor. The governor signed it on July 16, 2009, making it Chapter 251 of the session laws.
