The Story
It was introduced on January 8, 2009 and referred to the Senate Public and Municipal Affairs committee. The committee held a public hearing on February 11, 2009. The committee recommended that the Senate pass it with changes. On March 4, 2009 the Senate voted to lay it on the table on a voice vote, on a motion by Sen. Sgambati. On March 11, 2009 the Senate adopted “Remove From Table” on a voice vote, on a motion by Sen. DeVries. The committee's amendment (0428s) was rejected on a voice vote on March 11, 2009. A floor amendment (0496s), offered by Sen. DeVries, was adopted on a voice vote on March 11, 2009, changing the text of the bill. On March 11, 2009 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House on March 11, 2009 and was referred to the House Municipal and County Government committee. The committee held a public hearing on April 7, 2009. The committee met in executive session on April 14, 2009 to vote on its recommendation. The committee voted unanimously, 17–0, to recommend that the House pass it. The committee met in executive session on April 22, 2009 to vote on its recommendation. On April 22, 2009 the House voted to pass it on a voice vote. An enrolled bill amendment (1406) was adopted on April 22, 2009. These correct technical errors found after passage. The bill was enrolled on May 6, 2009 — the final check of the text before it goes to the governor — and an enrolled bill amendment (1406) was adopted to correct technical errors found after passage. The governor signed it on June 12, 2009, making it Chapter 93 of the session laws.
