The Story
It was introduced on January 8, 2009 and referred to the Senate Commerce, Labor and Consumer Protection committee. The committee held a public hearing on February 17, 2009. The committee recommended that the Senate pass it with changes. The committee's amendment (0389s) was adopted on a voice vote on March 11, 2009, changing the text of the bill. On March 11, 2009 the Senate voted to pass it with changes on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it. A floor amendment (0722s), offered by Sen. Bragdon, was rejected on a roll call 9–14 on April 1, 2009. On April 1, 2009 the Senate voted to pass it on a roll call 18–5 and ordered it to a third reading. It crossed to the House on April 7, 2009 and was referred to the House Labor, Industrial and Rehabilitative Services committee. The committee held a public hearing on April 23, 2009. The committee met in executive session on April 28, 2009 to vote on its recommendation. The committee voted unanimously, 14–0, to recommend that the House pass it. On May 6, 2009 the House voted to pass it on a voice vote. On May 6, 2009 the bill was referred to the Finance committee. The committee held a work session on May 12, 2009. The committee met in executive session on May 28, 2009 to vote on its recommendation. The committee voted 21–2 to recommend that the House pass it. On June 3, 2009 the House voted to pass it on a voice vote. The bill was enrolled on June 10, 2009 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2085) was adopted to correct technical errors found after passage. The governor signed it on July 16, 2009, making it Chapter 249 of the session laws.
