The Story

It was introduced on January 8, 2009 and referred to the Senate Commerce, Labor and Consumer Protection committee. The committee held a public hearing on March 24, 2009. The committee recommended that the Senate pass it with changes. The committee's amendment (1207s) was adopted on a voice vote on April 8, 2009, changing the text of the bill. A floor amendment (1258s), offered by Sen. Hassan, was adopted on a voice vote on April 8, 2009, changing the text of the bill. On April 8, 2009 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House on April 9, 2009 and was referred to the House Public Works and Highways committee. The committee held a public hearing on May 5, 2009. The committee held a work session on May 12, 2009. The committee met in executive session on May 26, 2009 to vote on its recommendation. The majority recommended that the House pass it (amendment 1700h), and the minority recommended that the House kill it, by a vote of 10–6. The committee's amendment (1700h) was adopted on a voice vote on June 3, 2009, changing the text of the bill. On June 3, 2009 the House voted to pass it with changes on a division vote 202–162. The bill was enrolled on June 10, 2009 — the final check of the text before it goes to the governor. The governor signed it on July 16, 2009, making it Chapter 246 of the session laws.
