It was introduced on January 8, 2009 and referred to the Senate Public and Municipal Affairs committee. The committee held a public hearing on January 22, 2009. The committee recommended that the Senate pass it with changes. The committee's amendment (0422s) was adopted on a voice vote on March 4, 2009, changing the text of the bill. On March 4, 2009 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House on March 4, 2009 and was referred to the House Municipal and County Government committee. The committee held a public hearing on April 7, 2009. The committee met in executive session on April 14, 2009, April 22, 2009, April 29, 2009 and May 7, 2009. The majority recommended that the House pass it (amendment 1383h), and the minority recommended that the House kill it, by a vote of 12–2. The committee's amendment (1383h) was adopted on a voice vote on May 20, 2009, changing the text of the bill. On May 20, 2009 the House voted to pass it with changes on a roll call 221–150. On June 3, 2009 the Senate adopted “Sen. DeVries Concurs with House Amendment {1383h}” on a voice vote.
