  • Senate committee: Ways and Means

  • Chapter law: 223

The Story

It was introduced on February 4, 2009 and referred to the Senate Ways and Means committee. The committee held a public hearing on February 17, 2009. The committee recommended that the Senate pass it. On March 11, 2009 the Senate voted to pass it on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it with changes. The committee's amendment (1086s) was adopted on a voice vote on April 1, 2009, changing the text of the bill. On April 1, 2009 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House and was referred to the House Ways and Means committee. The committee held a public hearing on April 15, 2009. The committee held a work session on April 28, 2009. The committee met in executive session on May 5, 2009 to vote on its recommendation. The majority recommended that the House pass it (amendment 1441h), and the minority recommended that the House kill it, by a vote of 18–1. The committee's amendment (1441h) was adopted on a voice vote on May 20, 2009, changing the text of the bill. On May 20, 2009 the House voted to pass it with changes on a division vote 300–68. On June 3, 2009 the Senate voted to reject the other chamber's changes on a voice vote, on a motion by Sen. Odell. On June 10, 2009 the House adopted “House Accedes to Senate Request for Committee of Conference (Rep Almy)” on a voice vote. A committee of conference met on June 16, 2009 to try to settle the differences between the two chambers' versions of the bill. The bill was enrolled on June 24, 2009 — the final check of the text before it goes to the governor. The governor signed it on July 15, 2009, making it Chapter 223 of the session laws.
