The committee recommended that the Senate pass it with changes. The committee's amendment (0658s) was adopted on a voice vote on March 11, 2009, changing the text of the bill. On March 11, 2009 the Senate voted to pass it with changes on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it. On March 25, 2009 the Senate voted to pass it on a voice vote and ordered it to a third reading. It crossed to the House on March 26, 2009 and was referred to the House Education committee. The committee held a public hearing on April 14, 2009. The committee held work sessions on April 21, 2009 and April 23, 2009. The committee met in executive session on April 28, 2009 and April 29, 2009. The majority recommended that the House pass it (amendment 1403h), and the minority recommended that the House kill it, by a vote of 15–1. The committee's amendment (1403h) was adopted on a voice vote on May 6, 2009, changing the text of the bill. On May 6, 2009 the House voted to pass it with changes on a division vote 228–82. The committee voted 13–10 to recommend that the House pass it. On June 3, 2009 the House voted to pass it on a roll call 230–144. On June 10, 2009 the Senate adopted “Sen. Kelly Concurs with House Amendment {1403h}” on a voice vote. An enrolled bill amendment (2338) was adopted on June 10, 2009. These correct technical errors found after passage. The bill was enrolled on June 24, 2009 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2338) was adopted to correct technical errors found after passage. The governor signed it on July 14, 2009, making it Chapter 198 of the session laws.
