The Story
It was introduced on February 4, 2009 and referred to the Senate Commerce, Labor and Consumer Protection committee. The committee held a public hearing on March 3, 2009. The committee recommended that the Senate pass it. On March 11, 2009 the Senate voted to lay it on the table on a voice vote, on a motion by Sen. Cilley. On April 8, 2009 the Senate adopted “Remove From Table” on a voice vote, on a motion by Sen. Cilley. A floor amendment (1288s), offered by Sen. Cilley, was adopted on a roll call 14–8 on April 8, 2009, changing the text of the bill. On April 8, 2009 the Senate voted to pass it with changes on a roll call 14–8 and ordered it to a third reading. It crossed to the House on April 9, 2009 and was referred to the House Labor, Industrial and Rehabilitative Services committee. The committee held a public hearing on April 23, 2009. The committee met in executive session on April 28, 2009 to vote on its recommendation. The committee voted 13–1 to recommend that the House pass it with changes (amendment 1449h). The bill was taken off the consent calendar on May 6, 2009. The committee's amendment (1449h) was adopted on a voice vote on May 6, 2009, changing the text of the bill. On May 6, 2009 the House voted to pass it with changes on a voice vote. On May 6, 2009 the bill was referred to the Ways and Means committee. The committee held a public hearing on May 12, 2009. The committee held a work session on May 19, 2009. The committee met in executive session on May 19, 2009 to vote on its recommendation. The committee voted unanimously, 19–0, to recommend that the House pass it with changes (amendment 1716h). The committee's amendment (1716h) was adopted on a voice vote on June 3, 2009, changing the text of the bill. On June 3, 2009 the House voted to pass it with changes on a voice vote. On June 10, 2009 the Senate voted to reject the other chamber's changes on a voice vote, on a motion by Sen. Hassan. On June 10, 2009 the House adopted “House Accedes to Senate Request for Comm of Conf (Rep W.D.Scamman)” on a voice vote. A committee of conference met on June 16, 2009 to try to settle the differences between the two chambers' versions of the bill. The bill was enrolled on June 24, 2009 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2353) was adopted to correct technical errors found after passage. The governor signed it on July 31, 2009, making it Chapter 308 of the session laws.
