The Story
It was introduced on January 8, 2009 and referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on March 17, 2009. The committee recommended that the Senate pass it. On March 25, 2009 the Senate voted to pass it on a voice vote and ordered it to a third reading. It crossed to the House on March 26, 2009 and was referred to the House Executive Departments and Administration committee. The committee held a public hearing on April 16, 2009. The committee held work sessions on April 22, 2009 and April 29, 2009. The committee met in executive session on April 30, 2009 to vote on its recommendation. The committee voted unanimously, 18–0, to recommend that the House pass it with changes (amendment 1393h). The committee's amendment (1393h) was adopted on a voice vote on May 6, 2009, changing the text of the bill. On May 6, 2009 the House voted to pass it with changes on a voice vote. On June 3, 2009 the Senate voted to reject the other chamber's changes on a voice vote, on a motion by Sen. Cilley. On June 10, 2009 the House adopted “House Accedes to Senate Request for Committee of Conference (Rep Irwin)” on a voice vote. A committee of conference met on June 16, 2009 to try to settle the differences between the two chambers' versions of the bill. The bill was enrolled on June 24, 2009 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2363) was adopted to correct technical errors found after passage. The governor signed it on July 31, 2009, making it Chapter 304 of the session laws.
