The Story
It was introduced on January 7, 2009 and referred to the House Municipal and County Government committee. The committee held a public hearing on January 15, 2009. The committee met in executive session on January 27, 2009 to vote on its recommendation. The committee voted unanimously, 16–0, to recommend that the House pass it. On February 4, 2009 the House voted to pass it on a voice vote. It crossed to the Senate on March 18, 2009 and was referred to the Senate Public and Municipal Affairs committee. The committee held a public hearing on May 21, 2009. The committee recommended that the Senate pass it. A floor amendment (2067s), offered by Sen. DeVries, was adopted on a voice vote on June 3, 2009, changing the text of the bill. On June 3, 2009 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On June 10, 2009 the House adopted “House Non-Concurs w/Senate AM #2067s(NT) & Requests Comm of Conf (Rep Cooney)” on a voice vote. A committee of conference met on June 12, 2009 to try to settle the differences between the two chambers' versions of the bill. The bill was enrolled on June 24, 2009 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2344) was adopted to correct technical errors found after passage. The governor signed it on July 15, 2009, making it Chapter 200 of the session laws.
