HB 86 (2009)

allowing towns to issue citations and accept pleas by mail for local ordinance violations.

  • Status: Signed into law
  • Term: 2009-2010
  • House committee: Municipal and County Government
  • Senate committee: Public and Municipal Affairs
  • Subject: Municipalities
  • Chapter law: 270

The Story

It was introduced on January 7, 2009 and referred to the House Municipal and County Government committee. The committee held a public hearing on January 15, 2009. The committee met in executive session on February 4, 2009 to vote on its recommendation. The committee voted unanimously, 17–0, to recommend that the House pass it (amendment 0004h). The committee's amendment (0004h) was adopted on a voice vote on February 18, 2009, changing the text of the bill. On February 18, 2009 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 18, 2009 and was referred to the Senate Public and Municipal Affairs committee. The committee held a public hearing on April 16, 2009. The committee recommended that the Senate pass it with changes. The committee's amendment (1459s) was adopted on a voice vote on May 6, 2009, changing the text of the bill. On May 6, 2009 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On June 3, 2009 the House adopted “House Concurs with Senate Amendment #1459s (Rep Cooney)” on a voice vote. The bill was enrolled on June 10, 2009 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2087) was adopted to correct technical errors found after passage. The governor signed it on July 29, 2009, making it Chapter 270 of the session laws.
