The Story

It was introduced on January 8, 2009 and referred to the House Criminal Justice and Public Safety committee. The committee held public hearings on February 19, 2009 and March 3, 2009. The committee held work sessions on March 12, 2009 and March 17, 2009. The committee met in executive session on March 17, 2009 to vote on its recommendation. The committee voted unanimously, 17–0, to recommend that the House pass it with changes (amendment 0786h). The bill was taken off the consent calendar on March 24, 2009. The committee's amendment (0786h) was adopted on a voice vote on March 26, 2009, changing the text of the bill. On March 26, 2009 the House voted to pass it with changes on a voice vote. It crossed to the Senate on April 8, 2009 and was referred to the Senate Judiciary committee. The committee held a public hearing on April 30, 2009. The committee recommended that the Senate pass it with changes. The committee's amendment (1534s) was rejected on a voice vote on May 13, 2009. A floor amendment (1592s), offered by Sen. Reynolds, was adopted on a voice vote on May 13, 2009, changing the text of the bill. On May 13, 2009 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On June 3, 2009 the House adopted “House Concurs with Senate Amendment #1592s (Rep Shurtleff)” on a voice vote. The bill was enrolled on June 24, 2009 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2090) was adopted to correct technical errors found after passage. The governor signed it on July 15, 2009, making it Chapter 211 of the session laws.
