The Story
It was introduced on January 8, 2009 and referred to the House Executive Departments and Administration committee. The committee held a public hearing on February 17, 2009. The committee held a work session on March 5, 2009. The committee met in executive session on March 18, 2009 to vote on its recommendation. The committee voted unanimously, 19–0, to recommend that the House pass it with changes (amendment 0825h). The committee's amendment (0825h) was adopted on a voice vote on March 26, 2009, changing the text of the bill. On March 26, 2009 the House voted to pass it with changes on a voice vote. It crossed to the Senate on April 8, 2009 and was referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on April 21, 2009. The committee recommended that the Senate pass it with changes. The committee's amendment (1574s) was adopted on a voice vote on May 13, 2009, changing the text of the bill. A floor amendment (1635s), offered by Sen. Sharon Carson, was adopted on a voice vote on May 13, 2009, changing the text of the bill. On May 13, 2009 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On June 3, 2009 the House adopted “House Non-Concurs w/Senate AM 1574s & 1635s & Requests CofC(Rep Irwin)” on a voice vote. A committee of conference met on June 16, 2009 to try to settle the differences between the two chambers' versions of the bill. The bill was enrolled on June 24, 2009 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2354) was adopted to correct technical errors found after passage. The governor signed it on July 15, 2009, making it Chapter 206 of the session laws.
