The Story

It was introduced on January 8, 2009 and referred to the House Education committee. The committee held a public hearing on February 10, 2009. The committee met in executive session on March 5, 2009 to vote on its recommendation. The majority recommended that the House pass it (amendment 0247h), and the minority recommended that the House kill it, by a vote of 11–7. The committee's amendment (0247h) was adopted on a voice vote on March 25, 2009, changing the text of the bill. On March 25, 2009 the House voted to pass it with changes on a voice vote. It crossed to the Senate on April 8, 2009 and was referred to the Senate Education committee. The committee held a public hearing on April 21, 2009. The committee recommended that the Senate pass it with changes. The committee's amendment (1605s) was adopted on a voice vote on May 27, 2009, changing the text of the bill. On May 27, 2009 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On June 10, 2009 the House adopted “House Concurs with Senate AM #1605s (Rep Rous)” on a voice vote. The bill was enrolled on June 10, 2009 — the final check of the text before it goes to the governor. The governor signed it on July 31, 2009, making it Chapter 301 of the session laws.
