The Story

It was introduced on January 8, 2009 and referred to the House Municipal and County Government committee. The committee held a public hearing on February 3, 2009. The committee held work sessions on February 11, 2009, March 5, 2009 and March 12, 2009. The committee met in executive session on March 17, 2009 to vote on its recommendation. The committee voted unanimously, 14–0, to recommend that the House pass it with changes (amendment 0824h). The committee's amendment (0824h) was adopted on a voice vote on March 24, 2009, changing the text of the bill. On March 24, 2009 the House voted to pass it with changes on a voice vote. It crossed to the Senate on April 8, 2009 and was referred to the Senate Public and Municipal Affairs committee. The committee held a public hearing on May 14, 2009. The committee recommended that the Senate pass it with changes. The committee's amendment (1961s) was adopted on a voice vote on June 3, 2009, changing the text of the bill. On June 3, 2009 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On June 10, 2009 the House adopted “House Non-Concurs w/Senate AM #1961s(NT) & Requests Comm of Conf (Rep Cooney)” on a voice vote. A committee of conference met on June 12, 2009 to try to settle the differences between the two chambers' versions of the bill. The bill was enrolled on June 24, 2009 — the final check of the text before it goes to the governor. The governor signed it on July 16, 2009, making it Chapter 233 of the session laws.
