The Story
It was introduced on January 8, 2009 and referred to the House Election Law committee. The committee held a public hearing on February 3, 2009. The committee met in executive session on February 4, 2009 to vote on its recommendation. The committee voted 16–1 to recommend that the House pass it (amendment 0174h). The committee's amendment (0174h) was adopted on a voice vote on February 12, 2009, changing the text of the bill. On February 12, 2009 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 18, 2009 and was referred to the Senate Election Law and Veterans' Affairs committee. The committee held a public hearing on April 7, 2009. The committee recommended that the Senate pass it with changes. The committee's amendment (1699s) was adopted on a voice vote on May 27, 2009, changing the text of the bill. On May 27, 2009 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On June 3, 2009 the House adopted “House Non-Concurs w/Senate AM #1699s & Requests a CofC (Rep Wallner)” on a voice vote. A committee of conference met on June 16, 2009 to try to settle the differences between the two chambers' versions of the bill. The bill was enrolled on June 24, 2009 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2349) was adopted to correct technical errors found after passage. The governor signed it on July 15, 2009, making it Chapter 203 of the session laws.
