The Story

It was introduced on March 4, 2009 and referred to the House Public Works and Highways committee. The committee held a public hearing on March 17, 2009. The committee held work sessions on March 30, 2009, March 31, 2009 and April 1, 2009. The committee held a public hearing on April 1, 2009. The committee met in executive session on April 1, 2009 to vote on its recommendation. The committee voted unanimously, 17–0, to recommend that the House pass it with changes (amendment 1177h). The committee's amendment (1177h) was adopted on a voice vote on April 9, 2009, changing the text of the bill. On April 9, 2009 the House voted to pass it with changes on a voice vote. It crossed to the Senate on April 9, 2009 and was referred to the Senate Capital Budget committee. The committee held a public hearing on April 30, 2009. The committee recommended that the Senate pass it with changes. The committee's amendment (1981s) was adopted on a voice vote on June 3, 2009, changing the text of the bill. On June 3, 2009 the Senate voted to pass it with changes on a roll call 24–0 and ordered it to a third reading. On June 3, 2009 the House adopted “House Non-Concurs with Senate AM #1981s & Requests a CofC (Rep Norelli)” on a voice vote. A committee of conference met on June 11, 2009 and June 16, 2009 to try to settle the differences between the two chambers' versions of the bill. The bill was enrolled on June 24, 2009 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2352) was adopted to correct technical errors found after passage. The governor signed it on June 30, 2009, making it Chapter 145 of the session laws.
