  • Status: Died: conferees could not agree
  • Term: 2007-2008
  • House committee: Public Works and Highways
  • Senate committee: Transportation and Interstate Cooperation
  • Subject: Transportation and Highways

The Story

It was introduced on January 4, 2007 and referred to the Senate Transportation and Interstate Cooperation committee. The committee held a public hearing on February 7, 2007. The committee recommended that the Senate pass it with changes. The committee's amendment (0135) was adopted on a voice vote on February 15, 2007, changing the text of the bill. On February 15, 2007 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House on March 28, 2007 and was referred to the House Public Works and Highways committee. The committee held a public hearing on April 17, 2007. The committee met in executive session on April 24, 2007 to vote on its recommendation. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held work sessions on June 27, 2007, August 7, 2007, September 11, 2007 and October 23, 2007. The committee met in executive session on November 7, 2007 to vote on its recommendation. The committee voted unanimously, 14–0, to recommend that the House pass it (amendment 2642h), and the report was placed on the regular calendar. The committee's amendment (2642h) was adopted on a voice vote on January 23, 2008, changing the text of the bill. On January 23, 2008 the House voted to pass it with changes on a voice vote. On May 21, 2008 the Senate voted to reject the other chamber's changes on a voice vote, on a motion by Sen. Letourneau. A committee of conference met on May 23, 2008 and May 27, 2008 to try to settle the differences between the two chambers' versions of the bill.
