It crossed to the House and was referred to the House Legislative Administration committee. The committee held a public hearing on April 8, 2008. The committee met in executive session on May 6, 2008 to vote on its recommendation. The committee voted unanimously, 10–0, to recommend that the House pass it with changes (amendment 1725h). On May 15, 2008 the House adopted “Laid on the Table (Rep Vaillancourt)” on a division vote 136–128. On May 15, 2008 the House adopted “Removed from the Table (Rep M.Rollo)” on a voice vote. On May 15, 2008 the House adopted “Reconsideration of Floor AM #1786h (Rep Hager)” on a division vote 253–8. A floor amendment (1786h) was adopted on a roll call 256–6 on May 15, 2008, changing the text of the bill. On May 15, 2008 the House voted to pass it with changes on a voice vote. On May 21, 2008 the Senate voted to reject the other chamber's changes on a voice vote, on a motion by Sen. Burling. A committee of conference met on May 23, 2008 and May 27, 2008 to try to settle the differences between the two chambers' versions of the bill.
