On March 20, 2008 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House and was referred to the House Transportation committee. The committee held a public hearing on April 1, 2008. The committee held work sessions on April 8, 2008 and April 16, 2008. The committee's amendment (1435h) was adopted on a voice vote on April 30, 2008, changing the text of the bill. On April 30, 2008 the House voted to pass it with changes on a division vote 292–27. On May 21, 2008 the Senate voted to reject the other chamber's changes on a voice vote, on a motion by Sen. Letourneau. A committee of conference met on May 27, 2008 and May 28, 2008 to try to settle the differences between the two chambers' versions of the bill.
