The Story

It was introduced on January 2, 2008 and referred to the Senate Energy, Environment and Economic Development committee. The committee held a public hearing on January 29, 2008. The committee recommended that the Senate kill it. On February 14, 2008 the Senate voted to lay it on the table on a voice vote, on a motion by Sen. Fuller Clark. On February 21, 2008 the Senate adopted “Remove From Table” on a voice vote, on a motion by Sen. Fuller Clark. On February 21, 2008 the Senate rejected a motion to kill it on a voice vote. A floor amendment (0603), offered by Sen. Cilley, was adopted on a voice vote on February 21, 2008, changing the text of the bill. On February 21, 2008 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House and was referred to the House Resources, Recreation and Development committee. The committee held a public hearing on March 26, 2008. The committee met in executive session on April 1, 2008 and April 30, 2008. The committee held a public hearing on May 6, 2008 on a proposed non-germane amendment (1604h). The committee voted unanimously, 16–0, to recommend that the House pass it with changes (amendment 1604h). The committee's amendment (1604h) was adopted on a voice vote on May 14, 2008, changing the text of the bill. On May 14, 2008 the House voted to pass it with changes on a voice vote. On May 21, 2008 the Senate voted to agree to the other chamber's changes on a voice vote, on a motion by Sen. Fuller Clark. The bill was enrolled on June 5, 2008 — the final check of the text before it goes to the governor. The governor signed it on June 30, 2008.
