It was introduced on January 2, 2008 and referred to the Senate Judiciary committee. The committee held a public hearing on January 15, 2008. The committee recommended that the Senate pass it. The committee held a public hearing on March 26, 2008. The committee met in executive session on April 22, 2008 to vote on its recommendation. The majority recommended that the House pass it, and the minority recommended that the House kill it, by a vote of 14–4. On May 7, 2008 the House voted to pass it on a voice vote. The bill was enrolled on May 15, 2008 — the final check of the text before it goes to the governor. The governor signed it on June 6, 2008, making it Chapter 123 of the session laws.
