It was introduced on January 2, 2008 and referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on February 13, 2008. On February 21, 2008 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House and was referred to the House Executive Departments and Administration committee. The committee held a public hearing on April 3, 2008. The committee met in executive session on April 15, 2008 to vote on its recommendation. The committee voted unanimously, 16–0, to recommend that the House pass it. On April 23, 2008 the House voted to pass it on a voice vote. The bill was enrolled on April 30, 2008 — the final check of the text before it goes to the governor. The governor signed it on May 14, 2008, making it Chapter 37 of the session laws.
