It was introduced on January 2, 2008 and referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on February 20, 2008. The committee recommended that the Senate pass it. On March 6, 2008 the Senate voted to pass it on a voice vote and ordered it to a third reading. It crossed to the House on March 12, 2008 and was referred to the House Executive Departments and Administration committee. The committee held public hearings on April 9, 2008 and April 15, 2008. The committee met in executive session on April 17, 2008 to vote on its recommendation. The committee voted unanimously, 16–0, to recommend that the House pass it with changes (amendment 1416h). The committee's amendment (1416h) was adopted on a voice vote on April 30, 2008, changing the text of the bill. On April 30, 2008 the House voted to pass it with changes on a voice vote. On May 21, 2008 the Senate voted to agree to the other chamber's changes on a voice vote, on a motion by Sen. Burling. The bill was enrolled on June 5, 2008 — the final check of the text before it goes to the governor. The governor signed it on July 8, 2008, making it Chapter 314 of the session laws.
