It was introduced on March 15, 2007 and referred to the Senate Judiciary committee. The committee held a public hearing on March 27, 2007. The committee recommended that the Senate send it back to committee. On April 5, 2007 the Senate voted to send it back to committee on a voice vote. The committee recommended that the Senate pass it with changes. The committee's amendment (0079) was adopted on a voice vote on January 17, 2008, changing the text of the bill. On January 17, 2008 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House on February 13, 2008 and was referred to the House Judiciary committee. The committee held a public hearing on March 25, 2008. The committee held work sessions on April 1, 2008 and April 9, 2008. The committee met in executive session on April 22, 2008 to vote on its recommendation. The minority of the committee recommended that the House kill it. A floor amendment (1311h) was adopted on a voice vote on May 7, 2008, changing the text of the bill. A floor amendment (1736h) was rejected on a division vote 120–154 on May 7, 2008. On May 7, 2008 the House voted to pass it with changes on a division vote 170–104. On May 21, 2008 the Senate voted to reject the other chamber's changes on a voice vote, on a motion by Sen. Foster. A committee of conference met on May 23, 2008 to try to settle the differences between the two chambers' versions of the bill. The bill was enrolled on June 20, 2008 — the final check of the text before it goes to the governor. The governor signed it on July 8, 2008, making it Chapter 340 of the session laws.
