The Story

It was introduced on January 4, 2007 and referred to the Senate Commerce, Labor and Consumer Protection committee. The committee held a public hearing on March 27, 2007. The committee recommended that the Senate pass it with changes. The committee's amendment (0936) was rejected on a voice vote on April 5, 2007. A floor amendment (1180), offered by Sen. Gottesman, was adopted on a voice vote on April 5, 2007, changing the text of the bill. On April 5, 2007 the Senate voted to lay it on the table on a voice vote, on a motion by Sen. D'Allesandro. On April 5, 2007 the Senate adopted “Remove From Table” on a voice vote, on a motion by Sen. Gottesman. On April 5, 2007 the Senate voted to pass it with changes on a roll call 17–7 and ordered it to a third reading. It crossed to the House on April 11, 2007 and was referred to the House Commerce committee. The committee held public hearings on May 8, 2007 and May 15, 2007. The committee held a work session on May 22, 2007. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held work sessions on August 29, 2007 and October 2, 2007. The committee met in executive session on October 30, 2007 and November 1, 2007. The majority recommended that the House pass it with changes (amendment 2458h), and the minority recommended that the House kill it, by a vote of 10–5. The report was placed on the regular calendar. The committee's amendment (2458h) was adopted on a voice vote on January 16, 2008, changing the text of the bill. On January 16, 2008 the House voted to pass it with changes on a roll call 226–111. On May 21, 2008 the Senate voted to agree to the other chamber's changes on a voice vote, on a motion by Sen. Gottesman. The bill was enrolled on June 5, 2008 — the final check of the text before it goes to the governor. It became law without the governor's signature, as Chapter 298. The governor neither signed it nor returned it, and the docket records it as enacted under Part II, Article 44 of the state constitution.
