The committee met in executive session on February 20, 2007 to vote on its recommendation. The committee recommended that the House pass it. The bill was taken off the consent calendar on March 6, 2007. On March 7, 2007 the House voted to pass it on a voice vote. On March 7, 2007 the bill was referred to the Commerce committee. The committee held a public hearing on March 16, 2007. The committee met in executive session on March 22, 2007 to vote on its recommendation. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held work sessions on October 3, 2007 and October 11, 2007. The committee met in executive session on October 30, 2007 and November 1, 2007. The committee voted unanimously, 17–0, to recommend that the House pass it with changes (amendment 2469h), and the report was placed on the consent calendar. The committee's amendment (2469h) was adopted on a voice vote on January 2, 2008, changing the text of the bill. On January 2, 2008 the House voted to pass it with changes on a voice vote. It crossed to the Senate on January 31, 2008 and was referred to the Senate Commerce, Labor and Consumer Protection committee. The committee held a public hearing on March 25, 2008. The committee recommended that the Senate pass it with changes. The committee's amendment (1141) was adopted on a voice vote on April 24, 2008, changing the text of the bill. On April 24, 2008 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On April 30, 2008 the House adopted “House Concurs with Senate Amendment #1141 (Reps Rosenwald & M.Smith)” on a voice vote. The bill was enrolled on May 21, 2008 — the final check of the text before it goes to the governor — and an enrolled bill amendment (1803) was adopted to correct technical errors found after passage. The governor signed it on June 16, 2008, making it Chapter 206 of the session laws.
