The Story

It was introduced on January 31, 2007 and referred to the House Education committee. The committee held a public hearing on March 14, 2007. The committee held work sessions on March 15, 2007 and March 16, 2007. The committee met in executive session on March 20, 2007 to vote on its recommendation. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held work sessions on April 9, 2007, May 8, 2007, May 22, 2007, June 5, 2007, October 10, 2007, October 17, 2007, October 23, 2007, October 30, 2007 and November 1, 2007. The committee met in executive session on November 8, 2007 to vote on its recommendation. The committee voted unanimously, 17–0, to recommend that the House pass it with changes (amendment 2643h), and the report was placed on the consent calendar. The committee's amendment (2643h) was adopted on a voice vote on January 2, 2008, changing the text of the bill. On January 2, 2008 the House voted to pass it with changes on a voice vote. It crossed to the Senate on January 31, 2008 and was referred to the Senate Education committee. The committee held a public hearing on April 22, 2008. The committee recommended that the Senate pass it with changes. The committee's amendment (1461) was adopted on a voice vote on May 1, 2008, changing the text of the bill. On May 1, 2008 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 14, 2008 the House adopted “House Non-Concurs and Requests a Committee of Conference (Rep Rous)” on a voice vote. On May 21, 2008 the Senate adopted “Sen. Estabrook Accede to House Request for Conference Committee” on a voice vote. A committee of conference met on May 27, 2008 to try to settle the differences between the two chambers' versions of the bill. The bill was enrolled on June 5, 2008 — the final check of the text before it goes to the governor. The governor signed it on June 27, 2008, making it Chapter 276 of the session laws.
