The Story

It was introduced on January 31, 2007 and referred to the House Commerce committee. The committee held a public hearing on March 6, 2007. The committee held a work session on March 13, 2007. The committee met in executive session on March 20, 2007 to vote on its recommendation. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held work sessions on September 6, 2007, September 13, 2007, September 27, 2007, October 11, 2007, October 23, 2007 and October 30, 2007. The committee met in executive session on October 30, 2007 and November 1, 2007. The committee voted unanimously, 18–0, to recommend that the House pass it with changes (amendment 2585h), and the report was placed on the regular calendar. The committee's amendment (2585h) was adopted on a voice vote on January 16, 2008, changing the text of the bill. On January 16, 2008 the House voted to pass it with changes on a voice vote. It crossed to the Senate on February 21, 2008 and was referred to the Senate Commerce, Labor and Consumer Protection committee. The committee held public hearings on March 10, 2008, March 18, 2008 and April 8, 2008. The committee recommended that the Senate pass it with changes. The committee's amendment (1319) was adopted on a voice vote on April 17, 2008, changing the text of the bill. A floor amendment (1392), offered by Sen. Gottesman, was adopted on a voice vote on April 17, 2008, changing the text of the bill. On April 17, 2008 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On April 30, 2008 the House adopted “House Concurs with Senate Amendments #1319 & 1392 (Rep Reardon)” on a voice vote. The bill was enrolled on May 21, 2008 — the final check of the text before it goes to the governor — and an enrolled bill amendment (1838) was adopted to correct technical errors found after passage. The governor signed it on June 16, 2008, making it Chapter 205 of the session laws.
