The Story
It was introduced on January 31, 2007 and referred to the House Election Law committee. The committee held a public hearing on March 8, 2007. The committee met in executive session on March 15, 2007 to vote on its recommendation. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held work sessions on September 12, 2007 and October 17, 2007. The committee met in executive session on November 8, 2007 to vote on its recommendation. The committee voted 12–4 to recommend that the House pass it, and the report was placed on the regular calendar. On January 16, 2008 the House voted to pass it on a voice vote. It crossed to the Senate on February 21, 2008 and was referred to the Senate Election Law and Internal Affairs committee. The committee held a public hearing on March 26, 2008. The committee recommended that the Senate study it after the session ends. On May 1, 2008 the Senate voted to lay it on the table on a voice vote, on a motion by Sen. Foster. On May 14, 2008 the Senate adopted “Remove From Table” on a voice vote, on a motion by Sen. Burling. On May 14, 2008 the Senate rejected a motion to study it after the session ends on a voice vote. A floor amendment (1871), offered by Sen. Burling, was adopted on a roll call 16–8 on May 14, 2008, changing the text of the bill. On May 14, 2008 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 21, 2008 the House adopted “House Non-Concurs with Senate Amendment #1871 NT (Rep Clemons)” on a voice vote.
