The committee met in executive session on March 20, 2007 to vote on its recommendation. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held work sessions on April 25, 2007, June 5, 2007, August 7, 2007, August 8, 2007, August 14, 2007, August 15, 2007, August 21, 2007, August 22, 2007, August 28, 2007, August 29, 2007, September 11, 2007, September 12, 2007, September 18, 2007, September 19, 2007, September 25, 2007, September 27, 2007, October 2, 2007, October 3, 2007, October 4, 2007 and October 9, 2007. The committee's amendment (2470h) was adopted on a voice vote on January 2, 2008, changing the text of the bill. On January 2, 2008 the House voted to pass it with changes on a voice vote. It crossed to the Senate on February 21, 2008 and was referred to the Senate Judiciary committee. The committee held a public hearing on March 25, 2008. The bill was enrolled on May 15, 2008 — the final check of the text before it goes to the governor. The governor signed it on June 3, 2008, making it Chapter 114 of the session laws.
