The committee held work sessions on September 18, 2007 and September 25, 2007. The committee met in executive session on October 30, 2007 to vote on its recommendation. The committee voted 9–3 to recommend that the House pass it with changes (amendment 2541h), and the report was placed on the regular calendar. The committee held a public hearing on April 29, 2008. The committee recommended that the Senate pass it. On May 8, 2008 the Senate voted to pass it on a voice vote and ordered it to a third reading. An enrolled bill amendment (1944) was adopted on May 15, 2008. These correct technical errors found after passage. The bill was enrolled on May 21, 2008 — the final check of the text before it goes to the governor — and an enrolled bill amendment (1944) was adopted to correct technical errors found after passage. The governor signed it on June 16, 2008, making it Chapter 202 of the session laws.
