The Story
It was introduced on January 4, 2007 and referred to the House Municipal and County Government committee. The committee held a public hearing on February 7, 2007. The committee met in executive session on March 8, 2007 to vote on its recommendation. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held work sessions on June 5, 2007, June 26, 2007, August 29, 2007 and September 11, 2007. The committee met in executive session on October 24, 2007 to vote on its recommendation. The committee voted unanimously, 14–0, to recommend that the House pass it with changes (amendment 2447h), and the report was placed on the consent calendar. The committee's amendment (2447h) was adopted on a voice vote on January 2, 2008, changing the text of the bill. On January 2, 2008 the House voted to pass it with changes on a voice vote. It crossed to the Senate on February 21, 2008 and was referred to the Senate Public and Municipal Affairs committee. The committee held a public hearing on April 1, 2008. The committee recommended that the Senate pass it with changes. The committee's amendment (1192) was adopted on a voice vote on April 10, 2008, changing the text of the bill. On April 10, 2008 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On April 23, 2008 the House adopted “House Concurs with Senate Amendment #1192 (Rep Theberge)” on a voice vote. The bill was enrolled on May 1, 2008 — the final check of the text before it goes to the governor. The governor signed it on May 21, 2008, making it Chapter 59 of the session laws.
