The committee met in executive session on March 8, 2007 to vote on its recommendation. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held work sessions on June 14, 2007, June 28, 2007, August 22, 2007, August 29, 2007, September 5, 2007, September 12, 2007, September 19, 2007, September 26, 2007, October 3, 2007, October 10, 2007, October 17, 2007, October 24, 2007 and November 5, 2007. The committee met in executive session on November 8, 2007 to vote on its recommendation. The committee recommended that the House pass it with changes (amendment 2632h), and the report was placed on the consent calendar. The committee's amendment (2632h) was adopted on a voice vote on January 2, 2008, changing the text of the bill. On January 2, 2008 the House voted to pass it with changes on a voice vote. It crossed to the Senate on February 21, 2008 and was referred to the Senate Election Law and Internal Affairs committee. The committee held a public hearing on March 19, 2008. The committee recommended that the Senate pass it with changes. The committee's amendment (1387) was adopted on a voice vote on April 24, 2008, changing the text of the bill. On April 24, 2008 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 14, 2008 the House adopted “House Concurs with Senate Amendment #1387 (Rep Clemons)” on a voice vote. The bill was enrolled on May 21, 2008 — the final check of the text before it goes to the governor. The governor signed it on June 4, 2008, making it Chapter 134 of the session laws.
