The Story
It was introduced on January 4, 2007 and referred to the House Commerce committee. The committee held a public hearing on March 14, 2007. The committee met in executive session on March 20, 2007 to vote on its recommendation. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held work sessions on September 13, 2007, September 20, 2007, September 27, 2007, October 4, 2007 and October 18, 2007. The committee met in executive session on October 30, 2007 and November 1, 2007. The majority recommended that the House kill it, and the minority recommended that the House pass it, by a vote of 12–6. The report was placed on the regular calendar. On January 16, 2008 the House rejected a motion to kill it on a roll call 126–205. On January 16, 2008 the House voted to pass it on a roll call 207–124. It crossed to the Senate on January 17, 2008 and was referred to the Senate Commerce, Labor and Consumer Protection committee. The committee held a public hearing on January 29, 2008. The committee recommended that the Senate pass it with changes. The committee's amendment (0390) was adopted on a voice vote on February 14, 2008, changing the text of the bill. A floor amendment (0601), offered by Sen. Gatsas, was rejected on a roll call 10–13 on February 14, 2008. On February 14, 2008 the Senate voted to pass it with changes on a roll call 14–9 and ordered it to a third reading. On May 7, 2008 the House adopted “House Concurs with Senate Amendment #0390 (Rep Reardon)” on a voice vote. An enrolled bill amendment (1818) was adopted on May 15, 2008. These correct technical errors found after passage. The bill was enrolled on May 21, 2008 — the final check of the text before it goes to the governor — and an enrolled bill amendment (1818) was adopted to correct technical errors found after passage. The governor signed it on July 2, 2008, making it Chapter 301 of the session laws.
